Who must take the PSCL?
The Decree Law n. 34 of 19/05/2020 (so-called Relaunch Decree), containing “Measures to encourage sustainable mobility” provides that all organizations with more than 100 employees per single local unit, located in a regional capital, in a metropolitan city, in a provincial capital or in a municipality with a population of more than 50,000 inhabitants, draw up the PSCL (home-work travel plan) for employees by 31 December of each year and identify a company Mobility Manager.
What is the PSCL (Home-Work Travel Plan) or PSCS (Home-School Travel Plan)
The PSCL is aimed at reducing private vehicular traffic, through the identification of measures useful for directing the home-work journeys of employees towards forms of sustainable mobility that are alternatives to the individual use of private motor vehicles. These solutions are determined on the basis of an analysis of employees’ home-work trips, their mobility needs and the state of the transport services offered in the area concerned.
How to make a PSCL?
