E-learning

E-learning is a new training methodology that uses the Internet as a communication channel. It is a formative approach through which users can use digital content in various formats (text, graphics, movies, sounds, etc.) in online files and in some cases downloadable on their PC.

E-learning is a resource that promotes knowledge and enhances innovation, increasingly seen as a privileged form of training, capable of supporting ongoing training processes in companies such as public administrations, accompanying the implementation of e-government.

Frareg since 2002 has its own e-learning platform that meets all the parameters required by Italian law on distance learning; Below is the extract from the Italian Agreement between the State and the Regions of July 7, 2016, where the specific requirements for the conduct of health and safety training in e-learning are indicated:

A. ORGANIZATIONAL REQUIREMENTS AND SPECIFICATIONS

The course trainer shall: – be among the trainers and accreditation systems as set out in Annex A;

– be equipped with places (headquarters) and organizational structure suitable for the management of e-learning, process technology and LMS (Learning Management System) training processes;

Ensure the availability of skills profiles for the didactic and technical management of e-learning training such as:

Responsible / scientific course coordinator, content mentor / tutor, process tutor, technical staff for platform management and maintenance (platform developer);

– Ensure the availability of a communication interface with the user in order to ensure continuous assistance, interaction, usability and accessibility (technical and didactic assistance)

B. TECHNICAL REQUIREMENTS AND SPECIFICATIONS

The trainer should ensure the availability of an e-learning training management system (LMS) capable of monitoring and certifying:

– carrying out and completing the teaching activities of each user;

– the active participation of the learner;

– the traceability of any activity carried out during connection to the system and the duration

– the traceability of the use of single learning units structured in Learning Objects (LO);

– the regularity and progressive use of the system by the user;

– the ways and the overcoming of intermediate and final learning assessments can also be achieved in e-learning.

Each course or module must be implemented in accordance with the internationally available Shareable Content Object Reference Model (SCORM) standard or equivalent system, in order to ensure the tracking of the use of educational objects ( Learning Objects) in the LMS platform used.

The trainer will have to ensure, through appropriate technical solutions, user profiling in compliance with the rules on the treatment of personal data and privacy.

C. PROFILE OF COMPETENCES FOR DIDACTIC AND TECHNICAL MANAGEMENT

Responsible / Scientific Coordinator of the Course: Professional profile that delivers the articulation of the course and the structuring of the contents ensuring the consistency and effectiveness of the training course. Experienced specialist with at least three years’ experience in safety and health at workplaces meeting the requirements for trainers / trainers from the Interministerial Decree of March 6, 2013 “Qualification Criteria for the Worker Form for Health and Safety in Workplaces”.

Content Mentor / Tutor: Professional content expert – in line with the requirements for the trainers / faculty members of the Interministerial Decree of March 6, 2013 “Qualification criteria for the health and safety trainer in the workplace” – who assures and guides the scientific support of learners’ learning for content learning by providing clarifications and insights and additions over time that is appropriate to the didactic effectiveness and the delivery methods chosen in the training project.

Process Tutor: A professional figure that provides support to participants by managing platform related activities, interaction and interface dynamics with learners, facilitating access to different learning environments and content, learning dynamics, monitoring and evaluating the effectiveness of the solutions adopted for the enjoyment of content.

Platform Developer: A professional profile that has the task of developing the training project within the platform used, organizing the technical and methodological elements by securing the technical management of the platform (LMS).

D. DOCUMENTATION

For each e-learning training course, the submitter will have to draw up a design document containing at least the following elements:

1) the full program of the course, its didactic articulation (didactic modules, teaching units, learning objects) and chronopedagogic;

2) Delivery methods (asynchronous, synchronous, mixed, on line, offline) and Tools used (forums, chat, virtual classes, e-mail, webinar, video lessons, etc);

3) the names of the manager / scientific coordinator of the course, mentor / tutor of content, processor tutor, platform developer;

4) the names of the speakers / lecturers who contributed to the editorial content of each teaching unit, each meeting the requirements of the Interministerial Decree of March 6, 2013 “qualification criteria of the figure of the health and safety training worker in the workplace “;

5) a technical file describing the platform feature used, the user’s resources / technical specifications required for the usability of the course, the methods of content transfer, the accessibility and usability criteria;

6) the registration and profiling modalities and the user credentials of the users, guaranteeing aspects related to the processing of personal data in accordance with current legislation;

7) the user’s competences and qualifications for the training course;

8) how to trace the activities of the entire training course;

9) the minimum and maximum availability time of the training course and the average timescale of the content (teaching units);

10) how to test both intermediate and final learning.

The design sheet, containing the above data, must be made available to the learner who, at the time of enrollment, must declare the vision and acceptance.

Attestations of frequency and passing of final exams (upon completion of the course) must be delivered or transmitted, even on computer support, to the learners personally.

The supplying body shall keep track of the records of the delivered deliveries of the attestations.

The training body, eventually, on the request of the competent supervisory bodies, will have to make the credentials of the course access available.

Internet and multimedia technologies contribute to enriching the content of learning and providing resources and services of communication and collaboration at a distance, such as forums, chat, and e-mail.

These features make the courses more engaging and attractive, improving the quality and effectiveness of learning.
